SCOPE OF SERVICES OF THE PROJECT CONTROL SPECIALIST
The Project Control Specialist shall:
(a) Assist the project manager in managing major capital and operating projects through the project life cycle (initiation, planning, execution, monitoring, and closure) including project monitoring, financial analysis and management, as well as appropriate reporting to SaskPower;
(b) Implement controls on projects with a multitude of considerations including, financial impacts, environmental regulations and compliance requirements, corporate reputation, safety requirements, suitability to business unit requirements, labour, flexibility for future growth and/or alternate usages;
(c) report to the Consultant, Project Control Lead, Power Production Project Delivery Office, within the Power Production Business Unit of SaskPower or designate;
(d) establish and maintain excellent working relationships with various stakeholders, from end-users to senior management;
(e) work within SaskPower’s corporate values of respect, integrity and openness; and
(f) travel to various project locations within Saskatchewan on a regular basis as necessary.
3.1 Detailed Services of the Project Control Specialist
The Project Control Specialist shall:
(a) develop and maintain project schedules including baseline schedule development, planning, progress tracking, reporting, change control and analysis of schedule impacts;
(b) collect, prepare, and analyze data to assist with development and maintenance the project forecast; forecasting and detailed planning of assigned projects shall be the joint responsibility of the project manager and the Project Control Specialist;
(c) ensure implementation of and compliance with document and project control standards including Corporate and CPMO objectives;
(d) assist the project manager in preparing project management deliverables, KPIs, and reports consistent with SaskPower’s reporting requirements;
(e) effectively manage projects through its full life cycle using SAP, including Project Systems, Work Management, Plant Maintenance, Materials Management or other modules as necessary to deliver quality projects within scope, on time, and on/under budget;
(f) integrate SaskPower’s engineering and construction supervision staff in the planning and execution of project deliverables;
(g) assist the project manager in the preparation of project authorization documents;
(h) attend regularly-scheduled meetings and training programs (as required) at SaskPower's facilities and prepare minutes for project meetings;
(i) assist with developing and executing project management plans that are suitable for the assigned work;
(j) assist Project Managers with change orders and maintaining the change order tracking log;
(k) liaise with other business divisions within SaskPower;
(l) assist with development of lessons learned and project closure activities;
(m) maintain knowledge of industry developments and best practices related to area of specialization and adapt them to SaskPower's operational environment;
(n) where they exist, manage and implement SaskPower processes and methodology for:
(i) Reporting;
(ii) Preparing management strategies and presentations;
(iii) Contract administration; and
(iv) Project management leadership.
(v) Various other duties as assigned.
7. QUALIFICATIONS
7.1 Education
The Project Control Specialist shall have the education and training cited below or a suitable combination of relevant training and professional experience.
It is preferred that the Project Control Specialist hold a Bachelor’s Degree, Diploma, or Certificate in Business Administration, Engineering, or other related equivalent such as a Business Analyst or Data Analyst.
The Bachelor’s Degree, Diploma and/or Certificate shall be from an accredited Canadian institution or reputable institution abroad.
The Project Control Specialist shall be fluent in English, both verbal and written.
7.2 Professional Affiliation
If the Project Control Specialist has a PMP designation from the Project Management Institute they should demonstrate that their certification is in good standing.
8. SPECIFIC EXPERIENCE AREAS
The Project Control Specialist shall have experience in most of the following areas and/or a suitable combination of relevant education and experience which may also be considered:
(a) Experience as the Project Control Specialist, Engineer or Administrator on multi-disciplinary projects for heavy industry;
(b) Project controls or administration experience that includes all aspects of the project life cycle, including initiation, planning, execution, monitoring and control, and closure;
(c) Aptitude for accuracy and detail;
(d) Ability to use standard corporate software applications (Microsoft, SAP, etc.) with a high proficiency in Microsoft Excel;
(e) Ability to prioritize assignments while demonstrating effective time management in a changing environment; and
(f) Effective communication skills and a team player with the ability to build and maintain strategic relationships both internal and external to SaskPower.
