Reporting to the CEO, the Director of Finance manages and oversees the Finance Department of SAM
Management Inc and provides the financial information, undertake key banking transactions and analysis required to ensure that the organization operates in a fiscally responsible manner.
Primary Duties and Responsibilities
The Director of Finance is responsible for the financial management of SAM Management Inc including:
Financial Accounting
- Oversees the Manitoba Housing and Renewal Corporation Reports and client budget process
- Ensures that complete and accurate supporting information for all financial transactions is maintained and managed according to Financial Policies
- Ensures that financial accounting systems for cash management, accounts payable, accounts receivable and petty cash are maintained and managed
- Oversees the management of all contracts and financial commitments
- Reviews and takes action on all financial details, especially related to Accounts Receivable and
Payable, invoices, and labour distribution
- Prepares and oversees the Trust Bank reconciliation and process
Budget Preparation and Reporting
- Prepares and presents draft budgets in a timely manner for managed properties
- Develops and maintains timely and accurate financial statements and reports that are appropriate for users and in accordance with generally accepted accounting principles
- Provides financial information and analysis to support management level decision making related to all aspects of SAM Management Inc operations
- Attends Boards of Director meetings for managed properties to present budgets
Audits
- Ensures and oversees the preparation work required for audits
- Provides final review and approval of the audits
- Liaises with the auditors and presents audits to the auditors
- Interprets auditor’s notes to stakeholders (SAM managers, Boards of Directors etc)
- Attends all Boards of Director meetings related to audit completion, compliance and reporting

Directing and supervising employees:
- Directs the work of and supervising all Finance Department staff including hiring, training, managing performance and discipline
Accountabilities
The Director of Finance is accountable for:
- Ensuring compliance with the Manitoba Real Estate Services Act including the preparation of the
SAM Management Trust Accounts
- Supporting, complying and reporting on Executive Limitations and Governance policies related to
Finance
- Working with financial institutions to ensure banking transactions are accurate and recorded appropriately.
- Managing SAM Management Inc. finances ethically, efficiently and in a manner consistent with generally accepted accounting principles
- Submitting statutory and benefit remittances in accordance with the schedules set out by the regulatory bodies
- Preparing and submitting the GST returns according to the schedules established by the regulatory body
- Providing financial analysis and input to the management team and to Boards of Directors
- Timely and accurate preparation of budgets and audits
- Liaising with the auditors in a manner that permits the completion of their work as expeditiously as possible
- Responding to requests for financial information in a timely, professional manner
- Upholding the mission statement and values of SAM Management Inc
- Representing the Corporation in a positive manner through professional conduct
- Treating fellow employees with respect and dignity, understanding their jobs and their importance to
SAM Management Inc, and cooperating in achieving their goals
Qualifications
Education:
- University degree or college diploma in accounting, commerce or business management/administration
- Experience with preparing and presenting budgets
Professional designation:
Experience
- Minimum 5 years of financial management responsibility
Knowledge, skills and abilities
- Knowledge of generally accepted accounting principles and ethical business practices
- Ability to maintain accounts and produce required reports using recognized financial management software
- Knowledge of federal and provincial legislation affecting property management of life leases, cooperatives and family and social housing
- Ability to establish and maintain positive working relationships both internally and externally
- Skilled in oral and written communication
- Ability to work cooperatively with others to set goals, resolve conflicts and make decisions that enhance the effectiveness of SAM Management Inc

- Skilled at setting priorities, developing work schedules, monitoring progress and tracking details, data, information and activities
- Ability to assess problems to identify causes, gather and process relevant information, generate possible solutions and make recommendations and/or resolve the problem
Proficiency in computer applications:
- Accounting software: Property Management software, Quickbooks
- Microsoft Office Suite: Word, Excel, Access

Degree of autonomy:
- Works with general supervision; work is reviewed for quality and accuracy regularly
- Judgment and discretion are exercised within a framework of specific policies and procedures
