PRIMARY PURPOSE
Manages the scheduling department to achieve efficient and cost-effective schedules that are built according to specifications, and that balance the often conflicting needs of various stakeholders. Ensures bus and crew schedules meet internal and external customer expectations, running times are realistic and efficient, and schedules comply with Unifor111 collective agreement and the National Safety Code.
KEY ACCOUNTABILITIES
Manages the Scheduling department which includes the Resource Planning Manager, Service Design Data Administrators, and the Transit Schedulers, overseeing training, mentoring, and coaching of staff. Sets goals and performance standards and conducts performance reviews. Participates in recruitment and selection and recommends actions relative to disciplining and termination of staff members.
Oversees the development of bus and crew schedules, including setting run cuts and scheduling targets, to achieve efficient and cost-effective schedules that are built according to specifications and deadlines, and that balance the often-conflicting needs of various stakeholders.
Ensures bus and crew schedules meet internal and external customer expectations, running times are realistic and efficient, and schedules comply with Unifor111 collective agreement and the National Safety Code.
Manages CMBC’s operator resource requirements by identifying current and future operator requirement and communicating same to all stakeholders including human resources at TransLink and CMBC, CMBC Training department, Finance department and others as required.
Oversees the timely and accurate production of work schedules for regular operator sign up processes. Develops timelines and ensures information modules are updated (CI, TMAC, Trip Planner, APC, Web, etc), and that information for sign ups is accurate and available for access.
Shares schedule information with various stakeholders, attending Service Review meetings and liaising with Service Delivery/Unifor111 representatives to review new or changed schedules and foster effective working relationships through mutual understanding and consideration of conflicting interests.
Ensures buses are allocated to the correct routes, and that various depots have the correct number and type of buses to meet service requirements.
Analyzes and documents costs associated with changes to service and communicates with the Planning Department to ensure full understanding of cost implications arising from changes to service. Maintains flexibility in responding to changes in scheduling priorities and directives.
Produces scheduling efficiency and performance reports.
Responds to customer complaints by investigating issues and liaising with Planning and Service
Delivery to review and analyze possible scheduling alternatives to address concerns.
Participates on bargaining committees as required.
